SEO Locale has been handling the marketing for our company, Sector Bay Laundry, for about 6 months. We moved on from another company, and the work ethic and responsiveness have been a night and day difference. I can't point out one specific person because the entire team as…
Pay per click across Pennsylvania.
Pennsylvania is six markets with one flag. Philadelphia and Pittsburgh are expensive, crowded auctions; Harrisburg, the Lehigh Valley and Lancaster are mid-sized markets with their own prices; Scranton and the north are cheaper and thinner. A statewide campaign that bids the same everywhere overpays in the cities and underspends everywhere else. We build Pennsylvania campaigns market by market from the agency founded in Philadelphia in 2015, check them every working day and track every dollar from the search to the call.
Part of the Philadelphia SEO company that has ranked businesses across the region since 2015.
How a Pennsylvania campaign is put together.
Four decisions we make on every statewide account before the first ad runs.
A campaign per market
Philadelphia, Pittsburgh, Harrisburg, the Lehigh Valley, Lancaster and Scranton each get their own campaign, budget and bids, so the state is never paying city prices in the country.
Budget that moves
The share of spend per market is reviewed every month against the cost per call. Money leaves the market where calls got expensive and goes where they are cheap.
Local Services Ads by metro
For the trades, legal and home services, the Google Screened spot in each metro the business serves, priced per lead and disputed when the lead was not real.
Pages for each market
A statewide business needs a page per metro for the ads to land on. We build them as part of the campaign when they do not exist.
Real positions from SEOApp, the rank tracker we built, checked Nov 5, 2026. Places and anything that could name a client are blanked. See the Scoreboard.
The six markets, briefly
Each one is its own auction with its own customer.
- Philadelphia and the suburbs. The most expensive clicks in the state and the most volume; neighborhood bidding is not optional.
- Pittsburgh. A second large auction with its own prices, its own suburbs and a customer who searches by neighborhood name.
- Harrisburg, York and the capital region. Government, healthcare, logistics and the trades along 81 and 83.
- The Lehigh Valley. Allentown, Bethlehem and Easton, growing fast and priced below Philadelphia.
- Lancaster. A county that buys from its own and searches by town.
- Scranton and Wilkes-Barre. Cheaper clicks, thinner volume, a customer who calls the first company that answers.
Run from Pennsylvania
Both of our offices are in Montgomery County, and the paid team has run campaigns for Pennsylvania firms, contractors, practices, dealers and manufacturers since 2015 across all six markets. We know what a click should cost in each of them and when a statewide client is overpaying in one.
Management is priced on the account, not on the spend, and the account stays in your name.
One flag, six auctions, and six different prices.
The same search costs several times more in Center City than in Scranton and brings a different customer in each. A Pennsylvania campaign is a set of market campaigns sharing a budget, with the money moving to wherever the calls are cheapest this month, not a single circle drawn around Harrisburg.

Amazing team. SEO Locale has helped transform our digital presence and continues to deliver real, measurable results. They’re responsive, collaborative, and genuinely care about our growth. Highly recommend for anyone looking to level up their marketing.
SEO Locale has been incredible to work with. We had been using another company before them, and the results were very poor so partnering with SEO Locale was a breath of fresh air. From day one the difference in communication, professionalism, and results was obvious. Nick and…
We’ve been working with SEO Locale for over a year now, and the impact has been great. They took the time to understand our niche in exotic car exhausts and built an SEO strategy that fits our brand perfectly. We’ve seen stronger organic traffic, better keyword rankings, and…
I had a really good impression of Nick and the team but unfortunately they significantly underdelivered on what was promised. With two days left after our first month all we had received was a list of keywords and a few articles that were almost certainly AI generated, about 20%…
Pennsylvania PPC questions.
What statewide businesses ask before they hand over a budget.
It depends on which markets you are in. The same search costs several times more in Philadelphia than in Scranton, so a statewide budget is really six budgets. You set the ad spend and pay Google directly; our management fee is priced on the size of the account rather than a share of the spend. The free audit gives an estimate per market.
For every market you want calls from, yes. One campaign for the state pays city prices in the country and gets outbid in the cities. Separate campaigns per metro let each have its own bids, budget, schedule and landing page, and let the money move between them every month.
Yes, in every metro where the business holds the licenses and passes the verification. Each metro gets its own profile and per-lead budget, and we dispute the leads that were never a customer in each.
Yes. The same approach applies to any multi-market business: a campaign per market, a page per market and a budget that moves. The Philadelphia, Montgomery County, Bucks County, Allentown and Lancaster campaigns each have their own page and run from the same desk.
You do. We build in an account in your name and work in it as a manager, and everything in it stays with you if you leave. An existing account is audited and rebuilt inside rather than replaced.
As soon as the ads are approved, usually inside the first week in the larger markets. The first month is spent cutting the searches that do not convert and moving the budget toward the markets where calls are cheapest, so the cost per call falls through the first quarter. We report calls and forms by market, not clicks.

Pay Per Click Management in Pennsylvania
A Pennsylvania business that serves the whole state, or several of its cities, faces a problem a local company does not: the state is not one auction. PPC management for Pennsylvania is the work of building a campaign per market, giving each its own budget and bids, and moving the money between them as the cost per call changes.
Every account starts with your data. We map past customers and calls by metro and by zip code, read the search terms that produced them and build each market campaign on the phrases and the places the customers came from. Negative keywords are worked every day in every campaign, and the share of budget per market is reviewed every month against what a call cost there. A market that is producing cheap calls gets more of the pool; a market where the auction has moved against us gets less until it moves back.
Google Ads, Local Services Ads and remarketing by metro
Search campaigns on Google Ads carry most of the budget. Local Services Ads are set up in each metro the business is licensed to serve, priced per lead with the Google Screened badge. Remarketing on Meta and Display runs statewide, because a customer who looked and did not call is the same customer in Erie and in Media.
Philadelphia, Pittsburgh, Harrisburg, the Valley, Lancaster, Scranton
Philadelphia is where we started and the market with the highest prices and the most competition; the city campaign is built by neighborhood and the suburban campaigns by county, and the Philadelphia pay per click work is a page of its own. Pittsburgh is the second large auction, with the East End, the North Hills, the South Hills and the airport corridor behaving like separate towns. Harrisburg and York are the capital region: government contractors, healthcare, logistics along 81 and 83, and a trades market that runs on Saturdays. The Lehigh Valley is Allentown, Bethlehem and Easton, growing faster than the rest of the state and priced well below Philadelphia, with its own page for pay per click in Allentown. Lancaster buys from its own and searches by town, and the Lancaster pay per click campaign is built that way. Scranton and Wilkes-Barre are cheaper, thinner and quick to convert.
Each market gets its own campaign, its own landing pages that name the metro, and its own schedule from the call data. The statewide budget is a pool the markets draw from, and the monthly review moves the money toward wherever the calls are cheapest.
Pages per market
A statewide site with one service page cannot land six markets of ads. We build a page per metro, fast on a phone, with the local number and the local proof, as part of the campaign.
Statewide Paid Search Beside Statewide SEO
A Pennsylvania ad account is the fastest research tool we have for the Pennsylvania SEO program. In a month it tells us which terms convert in which metros, and the organic pages get built on those, so the rankings grow on searches already proved to pay. As the organic listing and the map pack take a market over, the paid budget there comes down and moves to the next market.
The organic data works in the other direction: it shows where the business already ranks and already gets the calls, so the campaign stops paying for its own brand and its strongest metros and spends where the rankings are not yet there. One report, one set of call recordings and one person to call about either, with the paid and organic numbers for each market side by side so the budget decision is obvious.
Ownership and reporting
Campaigns are built in an ad account the business owns. We work in it as a manager, the fee is priced on the size of the account rather than a share of the spend, and if you ever leave, the history, audiences and conversion data stay with you. The monthly report shows spend, calls and cost per call by market, in plain language, with the recordings available if you want to hear them.
Other Services
Paid data should feed the organic program, so SEO in Pennsylvania and National SEO run on what the Paid Advertising campaigns have already proved converts, market by market.
